Disaster Report 4: Summer Memories - Those Who Remain sees that Kobe has been struck by a major earthquake disaster. The trailer highlights the choices that players will make which will alter the fate for themselves and the other people around them. Every situation offers a test for the player's survival and will put the player in situations where the choices they pick will not always be the correct ones, but players will have to normalise to these scenarios. On top of helping others, the player will be pitted with actions that can lead to the player gaining allies or enemies.

The protagonist of Disaster Report 4 (which can be selected as male or female), arrived in the city to find employment just before the major earthquake. Now left alone, being unfamiliar with the area. The player wanders around the city to survive as aftershocks continue. Cooperating and dealing with conflicts, the protagonist collects information to escape from the collapsing city.

Additional items include 20 DLC costumes for the player's character. The costumes are more humorous than useful, but it adds a sense of humor in a bleak city. There is also a limited edition available that includes a replica backpack and identification tag.
